On April 29, 2025, the WIPO GREEN City Acceleration Beijing Special Event (2025) — "Green Innovation, Technology, and Intellectual Property Acceleration" was held in Beijing. The event was co-hosted by the Beijing Intellectual Property Office and the World Intellectual Property Organization (WIPO) China Office and organized by Bluetech Clean Air Alliance (BCAA). The event focused on in-depth discussions about green technology innovation and intellectual property protection, attracting numerous industry experts and corporate representatives.
Marco M. Alemán, Assistant Director General of WIPO, delivered a congratulatory message via video, expressing his warm congratulations for the event. Marco M. Alemán pointed out that the Intellectual Property Management Clinic (IPMC) held during the WIPO GREEN Acceleration Project Beijing Pilot provided customized intellectual property strategy guidance for 25 Chinese innovative green technology companies. Tangible results have already been observed: new patent applications have been initiated, including PCT applications targeting key international markets such as the United States, Japan, Southeast Asia, and Australia; in-depth competitor analyses have been conducted to strengthen market positioning; companies have introduced contract clauses reflecting intellectual property considerations and made strategic trademark decisions. Looking ahead, many enterprises have already begun preparations for brand and technology licensing.
Liu Hua, Director of the WIPO China Office, noted in her opening remarks that WIPO established the WIPO GREEN platform to promote green technology advancement. The platform displays technological information through its database, facilitates technology transfer via city acceleration projects, and provides green technology manuals and intellectual property management tools. Currently, the platform covers 140 countries and over 140,000 technologies, facilitating more than 1,000 technological matches, and is hailed by the United Nations as the "Game-changing Green Solution." As a key partner of WIPO GREEN, China has made outstanding contributions to global green technology cooperation. As one of the first pilot cities for WIPO GREEN globally, Beijing has collected over 20 local green technology needs, matched more than 100 global innovative solutions, facilitated the signing of 9 memorandums of cooperation, and implemented reached 3 demonstration deployments projects in areas such as community smart charging stations, organic waste resource treatment, and green smart logistics over the past three years.
Chen Wei, Second-Level Inspector of the Beijing Intellectual Property Office, highlighted in his speech that since Beijing became the first global city pilot for WIPO GREEN in 2021, remarkable progressencouraging results have been achieved: a preliminary technology matching network has been established; the IPMC program has helped small- and medium-sized enterprises (SMEs) upgrade their intellectual property strategies; and substantial breakthroughs have been made in the application of green technologies. By the end of 2024, the project had facilitated 10ten technology cooperation memorandums, three three of which have been implemented. For example, Shijiyun'an's flexible building charging technology (for electric vehicles) has been applied in multiple residential communities in Beijing and expanded to over 10ten other cities, effectively addressing charging challenges in residential areas. Additionally, the IPMC program provided customized intellectual property roadmaps for 25twenty-five companies. Many participating companies have begun international patent layouts and managed technical secrets under expert guidance, such as with companies like Tailan New Energy, Haofengguang Energy Storage, and Aiyoute Air Technology that have becomeestablishing industry benchmarks with over 100 patents each.
Zou Ling, WIPO GREEN Ambassador for China, stated that the world is currently facing severe challenges from climate change, and but that innovation and intellectual property are the key to unlocking a green future. According to statistics, Data shows that one in every three global patents globally is related to sustainable Sustainable development Development goalsGoals, with particularly active innovation in climate action and clean energy. As a leader in green technology innovation, China contributed 43.5% of global green and low-carbon patent applications from 2016 to 2023. It has also and provided over 12,000 technologies to the WIPO GREEN database, offering strong momentum for global green transformationtransition. Since Beijing became the first pilot city for the WIPO GREEN City Acceleration Project in 2021, it has achieved multiple milestones have been achieved. In 2025, WIPO GREEN will continue to support China's green future through three major actions: deepening the acceleration projects, expanding global cooperation, and optimizing the service ecosystem.
Xie Hongxing, Director of Bluetech Clean Air Alliance, introduced provided a detailed overview of the first-phase China Green Technology IPIntellectual Property Management Clinic (IPMC) for Chinese green technology. Since its The pre-event activities for this the IPMC project began launched on May 10, 2024, with the alliance BCAA has promoted ing the event project to hundreds of Chinese green technology SMEs and recommending recommended a list of key projects to WIPO headquarters, which selected 25 companies to participate the project eventually. The official launch of the IPMC took place on October 29, 2024, featuring three intensive training sessions. It includes, a study tour to the BOE Group, and nearly 100more than one hundred one-on-one mentoring sessions conducted by 11eleven domestic and international mentors over five months. The IPMC project supported all participating companies in developing customized intellectual property strategic roadmap recommendation reports.
The IPMC invited six international mentors and five Chinese mentors. During At the event, three mentor representatives—Zhang Bingnan, Senior Partner at Beijing Docvit Law Firm; Deng Yong, Senior Partner at Beijing Docvit Law Firm; and Wen Ken, Patent Director at Beijing Yinghe Law Firm—shared their reflections on the mentoring process and advice for the companies.

Subsequently, the graduation ceremony for the first-phase IPMC was held, where the companies that completed all online and offline training and mentoring sessions and met the requirements were awarded graduation certificates jointly issued by WIPO headquarters and BCAAthe Chuanglan Alliance, marking a solid step forward in their green technology intellectual property strategies.
The event also featured presentations by two senior lawyers from China and abroad. Chung Min KWAN, Partner at Viering Jentschura & Partner LLP in Singapore, delivered a presentation titled "Global Development-Oriented International Intellectual Property Strategy—Practical Advice for Hard Tech Companies," offering an in-depth analysis from an international perspective on how companies can develop scientific and reasonable intellectual property strategies to mitigate risks and enhance competitiveness when expanding into overseas markets. Zhang Bingnan, Senior Partner at Beijing Docvit Law Firm, spoke on "High-Value Patent Applications and Drafting Strategies," providing practical methods and strategies for high-value patent mining and layout based on real-world cases to help companies build core intellectual property advantages in green technology.
During the green technology showcase and matching session, Peter OKSEN, Senior Officer of WIPO GREEN, delivered a video speech reviewing the progress of the collaboration between WIPO GREEN and the Chuanglan AllianceBCAA in advancing the Beijing pilot project. He highly praised the significance of the green technology showcase and matching activities, expressing hope that all parties would leverage this platform to achieve more cooperation and promote the widespread application of green technologies.
The Beijing pilot Pilot project recently facilitated a cooperation agreement between the Headquarters Comprehensive Service Branch of CNOOC Enterprises Co., Ltd. Headquarters Comprehensive Service Branch of China Ocean Industry Co., Ltd. and Beijing SINOENC Engineering Technology Co., Ltd.Beijing Zhongyuanchuangneng Engineering Technology Co., Ltd. for addressing food waste management needs. Representatives from both parties completed the signing of the strategic cooperation agreement during at the event.
This session also featured technology showcases by within five outstanding green technology companies: Anhui Zhongnai New Material Co., ,Ltd., Waves (Shanghai) Biology Science &Technology Co.,LtdCo., Ltd, Chongqing Talent New Energy Co., Ltd., Baoshilai New Material Technology (SUZHOU) Co., Ltd., and Tianjin Justpower Technology Co.,Ltd.. Commentaries were provided by Zhu Zhi, General Manager of Haiyou Fund; Huang Mingkai, Managing Partner of Xinguang Fund Management; Ran Ze, Director of Technology Innovation and Corporate Partnerships at the Environmental Defense Fund (EDF); and Zhao Lijie, Senior Partner at Yinghe Law Firm. The commentators spoke highly positively of the green technologies presented. This session also garnered significant attention from technology demand parties, industry representatives, and investors in Beijing.
