On April 29, 2025, the graduation ceremony of the ‘China Greentech IPMC (2024-2025)’ was successfully held at the Beijing Liangmahe Conference Center. The event was hosted by the World Intellectual Property Organization (WIPO) and organized by Bluetech Clean Air Alliance (BCAA). As a flagship achievement of the WIPO GREEN City Acceleration Beijing Pilot, this initiative was jointly advanced by three WIPO divisions—IP for Business Division, WIPO GREEN, and the WIPO Office in China, while BCAA is responsible for the overall implementation. The program received strong support from the Beijing Municipal Government (Beijing Municipal Intellectual Property Office). The goal of this IPMC is to provide systematic and tailored IP strategy support to selected Chinese leading green SMEs.

Mr. Marco M. Alemán, Assistant Director General of the World Intellectual Property Organization (WIPO), delivered a video congratulatory message for the event. He noted: " Chinese entities filed more than 150,000 green patents in the past five years, particularly in solar, battery, and electric vehicle technologies. The country is home to more than one-third of the world’s renewable energy patents The ecosystem here is vibrant, ambitious, and increasingly sophisticated. But as we all know, innovation alone is not enough. For green tech businesses to thrive, scale, and make a real impact, they need to effectively manage and leverage their intangible assets, their ideas, their know-how, their intellectual property. This is precisely where the IP Management Clinic Program led by the IP for Business Division at WIPO is playing a critical role."

As a key initiative of the WIPO GREEN City Acceleration Beijing Pilot, the China Greentech IPMC was officially launched on October 29, 2024. ‘By the time of its completion on April 29, 2025, the China IPMC had conducted one promotion event, carried out enterprises recruitment and screening, held an opening ceremony and today’s graduation ceremony, organized three intensive training sessions, arranged one study tour to BOE Technology Group, and coordinated 11 domestic and international mentors to provide nearly 100 one-on-one in-depth mentoring and communication sessions for participating companies. Additionally, a tailored intellectual property strategy roadmap recommendation report was developed for each of the twenty-five enrolled enterprises," explained by Xie Hongxing, Chairman and Director of Bluetech Clean Air Alliance, during the graduation ceremony.

Mr. Zou Ling, WIPO GREEN China Ambassador, stated: ’I extend my warmest congratulations to all outstanding enterprises’ representatives who have successfully completed the China IP Management Clinic program! Through intensive training, one-on-one mentoring, and field study in the program, the participating enterprises have significantly enhanced their awareness of IP protection and utilization, established customized IP strategies, and fully demonstrated their strong commitment to leveraging intellectual property as a key driver for green innovation."

At the graduation ceremony, UN’s WIPO and Bluetech Clean Air Alliance jointly signed and presented the certificates to each representative of the successfully graduated enterprises.

Driven by the goal of achieving carbon peaking and carbon neutrality, China's green tech innovation is experiencing an unprecedented development boom.  According to statistics from the China National Intellectual Property Administration, from 2016 to 2023, China's cumulative published patent applications in green and low-carbon technologies reached 573,000, accounting for approximately 45% of the global total (1.276 million). China's green innovation has emerged as a global leader, with many technology enterprises expressing urgent needs to explore international expansion. However, establishing a robust international IP strategy serves as a critical prerequisite for overseas development. It is under such circumstances that the China IP Management Clinic was launched. By bringing together both international and domestic IP strategy experts, the program provides systematic and customized training and mentoring for small and medium-sized green technology enterprises in China. Through this initiative, companies can gain an in-depth understanding of the importance of intellectual property strategies, receive practical recommendations, and learn how to effectively deploy IP strategies in international markets.

Assistant Director General Marco M. Alemán noted, ‘ Even more importantly, we are already seeing tangible results: new patent applications have been launched, including PCT applications targeting key international markets such as the US, Japan, Southeast Asia, and Australia; in-depth competitor analyses have been conducted to strengthen market positioning; companies have improved employment policies, introduced contractual clauses that reflect IP considerations, and made strategic trademark decisions; and looking ahead, many are already laying the groundwork for brand and technology licensing, which will be vital levers for their business growth.’

During the graduation ceremony, four participating enterprises provided video testimonials documenting their IPMC experience.

Wang Qingzhuo, Co-founder of Nanjing Gasgene Biochemical Technology Co. ltd., stated: "Through the China Greentech IPMC, we first gained a comprehensive understanding of IP strategy, which encompasses invention patents, trade secrets, registered trademarks, and international expansion strategies. The program has provided our enterprise with holistic and profound insights into intellectual property management, clearly demonstrating its critical importance for business development. For green technology enterprises, robust IP management serves as the fundamental foundation for growth and must be prioritized and strengthened. Meanwhile, I sincerely hope and call upon more enterprises to recognize this crucial aspect."

Guo Zhibin, Co-founder of Beijing Heracles Novel Technology Co., Ltd. shared: "Previously, we had weak awareness of intellectual property protection and remained in a state of ambiguity, failing to properly safeguard our assets. Through the Clinic's training, we recognized our deficiencies in IP protection. The intensive workshops and one-on-one mentoring sessions provided us with comprehensive understanding of intellectual property, making us realize its critical role in stimulating innovation and advancing corporate technological and product development. With the program's guidance, we have significantly enhanced our corporate IP strategy. We now fully appreciate how a robust IP strategy enables enterprises to capture value and enhance competitiveness in the global economy. Our multidimensional strategic implementation now better aligns with the new economic era's demands for knowledge and intellectual resource creation."

Pan Yongtai, Chairman of Top Crusher Co., Ltd. emphasized: "Throughout our participation in the China Greentech IPMC, we have progressively recognized our shortcomings in intellectual property protection and realized that in an international context, IP constitutes the cornerstone of corporate competitiveness. Enterprise leaders and teams must develop comprehensive capabilities, particularly in the intellectual property domain. In global markets, intellectual property serves not only as a tool to safeguard innovation achievements but also as a critical factor in enhancing brand value and market competitiveness."

Hao Shengli, CTO of Waves (Shanghai) Biology Science &Technology Co., Ltd stated: "As the company's CTO, we previously recognized the need to protect our technical secrets but lacked concrete implementation strategies for intellectual property protection. Through the China Greentech IPMC, the expert mentors have helped our company identify deficiencies in both domestic and international IP strategy deployment. They developed a customized IP strategy aligned with our company's developmental characteristics, which will significantly support our technology expansion into overseas markets like Japan and Southeast Asia. This strategic approach will substantially contribute to our future revenue growth."

The first China Greetech IPMC engaged eleven mentors to provide comprehensive support and guidance to participating enterprises, including five international IP experts and six Chinese IP specialists. During the graduation ceremony, four of these mentors attended in person and shared their reflections on the mentoring experience along with strategic recommendations for the enterprises

Zhang Bingnan, Senior Partner at Beijing Docvit Law Firm, shared common dilemmas enterprises face regarding patent and trade secret management, while providing practical solutions. He noted that while some companies conduct thorough research and strategic planning for patents and trade secrets, they often delay patent filings due to over-cautious protection of technical secrets. Attorney Zhang advised maintaining a rational balance between safeguarding trade secrets and pursuing patent protection, emphasizing the importance of implementing timely protective measures for corporate technologies. "Through this process, we're also actively learning from enterprises about their evolving business models and other innovations," Zhang added, highlighting the two-way knowledge exchange during the mentoring.

Deng Yong, Senior Partner at Beijing Docvit Law Firm, described participating in the China Greentech IP Management Clinic as "a novel experience for patent attorneys." He emphasized that the IP Strategy Reports provided highly pragmatic, customized recommendations and strategies addressing enterprises' specific IP challenges. "The Clinic serves as an exceptional platform that effectively connects enterprises with genuine needs to technical expert resources," Deng noted, highlighting the program's unique value proposition in bridging industry demands with specialized knowledge.

Wen Ken, Patent Director at Beijing Yinghe Law Firm, observed distinct IP management patterns among participating enterprises during the mentoring process: "Some companies implement top-down IP strategies where executives’ direct operational staff, while others delegate IP work to part-time personnel. These approaches often result in superficial IP strategy implementation that fails to properly protect corporate technologies." "Through the China IP Management Clinic," Wen noted, "we've provided enterprises with genuinely valuable assistance from professional patent attorneys' perspectives. Although the program has concluded, the IP strategic methodology we've established continues to guide companies in updating and refining their IP portfolios—this represents the Clinic's enduring value."

Zhao Lijie, Senior Partner at Beijing Yinghe Law Firm, remarked: "The China IP Management Clinic serves as an exceptional platform that enables enterprises to identify their intellectual property risks and establish comprehensive IP compliance management and risk control systems. More significantly, the program effectively enhances IP awareness among company founders and senior executives. I sincerely hope this initiative will continue its operations and strongly encourage more enterprises and institutional mentors to participate. Such collaboration will substantially strengthen Chinese green technology companies' capabilities in both IP management and commercialization."

The successful completion of the China Greentech IPMC (2024-2025) marks a new step for the WIPO GREEN City Acceleration Beijing Pilot. Liu Hua, Director of the WIPO Office in China, addressed, ‘The IPMC program is China's first specialized course on intellectual property management for green technologies. By integrating 'technology + IP + business' methodologies, it has empowered 25 participating enterprises to transform and enhance their IP utilization capabilities.’ Chen Wei, Second-Level Inspector of the Beijing Intellectual Property Office, highlighted, ‘Several enterprises from the program have already initiated international patent portfolios and trade secret management strategies under experts’ guidance. Industry leaders like Chongqing Talent New Energy Co., Ltd., HAWAGA Energy Storage Technology (Chengdu) Co., Ltd., and Air Quality Technology (Shanghai) Co., Ltd had established patent portfolios exceeding 100 filings individually, setting new sector benchmarks.’ Mr. Marco M. Alemán, Assistant Director General of WIPO, affirmed that ‘ Given the positive outcomes of this first clinic, we are hopeful that this collaboration will continue and expand to other cities across China!’

Appendix 2: Key Milestones of the China Greentech IPMC (2024-2025)

1. Promotion Event: On May 10, 2024, the Bluetech Clean Air Alliance organized a WIPO GREEN City Acceleration Beijing Special Event (2024), which included an awareness-raise event about the China Greentech IPMC (2024-2025). Over 120 enterprise representatives participated in this preparatory event for the IPMC. Mathilde TACHON, Project Officer from WIPO's Enterprise IP Division, and Xie Hongxing, Chairman and Director of the Bluetech Clean Air Alliance, presented details about the China Greentech IPMC (2024-2025). The IP Management Clinic (IPMC) is a flagship program launched globally by WIPO. In 2023, 13 clinics were conducted across twenty-seven countries, with 2024 marking its first implementation in China.

Edward Kwakwa, Assistant Director General of WIPO, delivered opening remarks at the Promotion Event, stating: "China is increasingly demonstrating leadership in climate action and playing a growingly vital role in global green innovation. We expect the implementation of China's IP Management Clinic to become an invaluable tool supporting China's transition toward a green economy."

2. Call for Application and Screening: These enterprises emerged through rigorous multi-tier selection (hundreds of candidates), spanning critical sectors including new energy, energy storage, hydrogen technology, green transportation and green advanced materials—all representing elite players in green technology innovation. Through the IPMC program, they underwent intensive training from top-tier mentors, achieving comprehensive capability enhancement and demonstrating exceptional competencies. These enterprises possess boundless potential to capture global market share and emerge as industry leaders in future. With advanced-level patent portfolios and trade secret protection systems, they will be fully equipped to navigate international market challenges. Their outstanding innovation capabilities and strategic IP management position them to make remarkable global impacts, injecting powerful momentum into China's green economic transformation.

3. Launching Ceremony: On October 29, 2024, the Bluetech Clean Air Alliance hosted the Launching Ceremony for the China IP Management Clinic (IPMC).

4. Intensive Training Sessions: The IPMC prgoram conducted three intensive training sessions on May 10, 2024, October 29, 2024, and April 29, 2025, featuring lectures by international and domestic experts. 5. Field Study: On the morning of April 29, 2025, during the WIPO GREEN City Acceleration Beijing Special Event (2025), the Bluetech Clean Air Alliance organized a delegation of participating enterprises and experts to visit BOE Technology Group's headquarter in Beijing. Supported by BOE, this field study enabled deep exchanges on BOE's advanced IP management knowledge and experience.

6. Tailored One-on-One IP Mentoring: Throughout the IPMC program, the Bluetech Clean Air Alliance coordinated international and domestic expert mentors to conduct three rounds of tailored 1 VS1 IP strategy sessions for all twenty-five participating enterprises, structured as follows:Round 1 (November 4-15, 2024): Focused on establishing mutual understanding between mentors and enterprises to develop customized IP strategic objectives and training goals aligned with each company's operational needs.Round 2 (December 10-23, 2024): Emphasized in-depth analysis of enterprise requirements, delivering targeted solutions through personalized consultations, while establishing frameworks for subsequent strategic reporting.Round 3 (February 3 - March 14, 2025): Centered on collaborative review of draft IP strategy reports, including:Presentation and discussion of preliminary findingsAnalysis of current IP status and challengesFormulation of actionable recommendationsJoint refinement of report content
