To address China’s air pollution challenge, on January 23rd ten leading Chinese technical institutions in the field of air quality came together to establish the Clean Air Alliance of China (CAAC). Dedicated to improving China’s air quality, the Alliance sets up a platform for communication and cooperative projects, promoting best practices, and supporting the policymaking process. It lists some of China’s most prestigious institutions in its membership, including Tsinghua University, Peking University, the Chinese Academy for Environmental Planning, and the Appraisal Center for Environment and Engineering of the Ministry of Environmental Protection. Its founding supporter is Energy Foundation China.
The members of CAAC include research institutes, provinces and cities, international institutions, charity organizations focusing on air quality improvement, and related enterprises. It will serve as a platform for exchange of advanced concepts, tools, and technologies; and strengthen information exchanges and cooperation between China’s provinces, cities, and research institutions. CAAC will start off by addressing challenges in three areas: clean air governance and management, clean air communications, and clean air technology and financing.
A steering committee will supervise and a secretariat will be responsible for the general operation of CAAC. The steering committee consists of 13 experts from the clean air community. In the first steering committee meeting, held on the day of the CAAC’s founding, Hao Jiming, Professor of Environmental Engineering at Tsinghua University and Chairman of the steering committee, stated, 'The Clean Air Alliance is a platform not only for academic exchange, but also for social responsibility. We need to give information to the public so that the public gets a better understanding of air pollution. We also need to provide information to the government to support it in decision-making. Some of this information will be presented enterprises, so that they can do a better job in emission reduction. We need to ensure that the information we communicate is helpful in every way and carry out our work responsibly. '
Yuan Wei, Chief Representative of Energy Foundation Beijing Representative Office, stated, 'Air pollution control is a long-term task which requires joint efforts from government, enterprises, charity organizations, and the public. The Energy Foundation has been committed to supporting energy efficiency, emission reduction and environmental protection in China for a long time. We hope by initiating and participating in CAAC we can implement air pollution control policies and measures more efficiently. '
