CAAC Supported MEP Training for EPB Directors on Air Pollution ControlPost date: 2014-07-31

On 23 July, CAAC supported clean air management training at MEP’s training center in Qinhuangdao. Over 80 EPB directors from 27 provinces attended the training. The training was commissioned by MEP and organized by Center for Environmental Education and Communication of MEP with support from Energy Foundation.


CAAC delivered two training sessions: one is about the international experience of air quality attainment planning; and theother is the introduction of key principles for local air quality management. Mr. Tonny Xie (Director of CAAC secretariat), and Mr. Zhao Lijian (Director of the China Environmental Management Program at Energy Foundation China) were the lecturers of these two sessions.


In the session of air quality attainment planning, Mr. Xie addressed the necessity and benefits of carrying out attainment planning for cities’ air quality management. Citing experience of London and California, he compared the difference between attainment planning and traditional Chinese planning, and highlighted the strengths of air quality attainment planning mechanism. Mr. Xie also demonstrated CAAC tools to support cities in developing attainment plan, including City Air Quality Attainment Planning Manuel, Municipal Air Emission Inventory Tool, City Clean Air Management Index System, and List of Clean Air Measures.


Mr. Zhao presented ten key principles for local Air Quality Management, covering the scope of  management structure, people and money, scientific analysis, emergency response mechanism, cost-benefits analysis, BACTs and BATs, co-control, implementation & enforcement, public participation and monitoring & evaluation, to provide a sound approach to build-up systematic and scientific air quality management mechanism for provinces and cities.


The training is a ten days program from 15 to 24 July targeting specifically at air pollution prevention and control for EPB directors.
