August 21, 2014, Clean Air Alliance of China and the Key Laboratory on Atmospheric Environment and Pollution Control of Guangdong Province jointly organized the "Air Benefit and Cost and Attainment Assessment System" (ABaCAS) Training workshops. This workshop took place in Guangzhou University City with great success.


Regional air pollution problems characterized by PM2.5 and ozone have become increasingly prominent, which caused great concern at all levels of the government and the public. Under the policy guidance of the State Council’s "Air Pollution Prevention and Control Action Plan" and the "Air Pollution Control Action Program of Guangdong Province (2014 ~ 2017)", Guangdong Environmental Protection Office attaches great importance to work on air quality improvements. It has vigorously supported the development of this workshop, where Chinese and foreign experts and scholars had in-depth discussions and exchanges on issues such as PM2.5 and ozone control, air pollution and air quality attainment assessment. During the meeting, the Chairman of the CAAC Steering Committee, Professor Hao Jiming introduced the development and application of supporting systems for environmental air quality decision-making. CAAC expert Prof. Wang Shuxiao used Yangzi River Delta Region as an example to introduce PM2.5 source appointment and control planning methods. Tonny Xie, director of the CAAC Secretariat delivered a speech on the core principles of air quality management in provinces and cities. Director of the Key Laboratory on Atmospheric Environment and Pollution Control of Guangdong Province, Professor Ye Daiqi, explained on the implementation program of the ozone control and attainment assessment of typical cities in the Pearl River Delta. The in-depth exchange with experts has offered valuable suggestions for Guangdong Province on air pollution prevention and on the innovation capacity improvements.


ABaCAS is an official tool to support policy making of air quality management at U.S. EPA. CAAC is supporting the localization and application of this system in China. In the early of this year, CAAC supported another ABaCAS training which was held by Tsinghua University from 28 to 30 May in Beijing.
