October 21, 2014 in Renmin University of China, the Working Group on Green Finance initiated by the People's Bank of China Research Bureau and UNEP FI held the second working conference on “The suggestions to the establishment of a green finance policy system”. The CAAC Secretariat is in charge of two sub topics and thus participated in this conference.
The conference was hosted by Mr. Ma Jun, the chief economist of the Research Bureau at the People's Bank of China. And all the experts in charge of the 15 sub topics have presented their respective progress on the project. The Director of the CAAC Secretariat Mr. Xie Hongxing has delivered a speech on the two sub topics of “Establishing a non-profit environmental cost assessment mechanism and the database” and of “Establishing China’s green investors network”. Mr. Ma Jun and other experts in charge of the different sub topics had lively discussions around the current work. The experts also put forward their concrete suggestions on the next steps and on the future development plans of the Working Group on Green Finance.
The more than 40 experts involved in the Working Group on Green Finance come from different institutions such as the People's Bank of China, China Banking Regulatory Commission, Ministry of Finance, securities companies, insurance companies, universities and civil think-tanks. In the scheme of the research work on China’s green finance policy systems, these institutions have supported the research and the compiling of various policy recommendations. The goal of this working group is to put forward the preliminary insights and policy recommendations on the establishment of a Chinese green finance system. The research streams include financial institutions specialized investment in green projects, green bonds, green rating, green insurance, green stock index, green investors network, etc.
