The Secretariat recently released CAAC 2014 Annual Report, which summarizes the major progresses achieved by the alliance with participation and support from alliance members, experts, partner, as well as collaborating cities and provinces in the past year.

Academician Hao Jiming, the Chairman of CAAC Steering Committee, said: “In the past years, the Clean Air Alliance of China, as a think-tank platform, has successfully delivered positive energy,and introduced international experiences. CAAC performs well at its early stage. In future, CAAC should continue its work on the three key areas: first,provide easy-to-understand policy information to the general public and guide public participation to help the public to understand the air pollution control in a more rationally and scientifically approach; second, take advantage of the platform function to organize training in various ways; third, actively introduce international experiences on air pollution prevention and control.”


CAAC working processes in 2014 were as follows:


CAAC Management:

Till the end of 2014, there were a total of 17 committee members from governmental departments, academic institutions, and NGOs joining the steering committee. Besides, a total of 6 leading international experts composed the advisory council. CAAC Secretariat also developed into a dedicated team with 7 full-time staff and many part-time members supporting and conducting the work of the secretariat.


CAAC Platform:

In the past two years, CAAC mainly released 4 report series with 15 reports, they are:

·          CAAC Knowledge Series

Curbing China's Air Pollution from Urban Transport;

Budget and Human Resource for Air Quality Management;

London Smog Control Experience;

Summary Report of China Black Carbon Studies and Control Policies;

International Experience on Air Pollution Episodes.

·          CAAC China Clean Air Update

PRC Law on Air Pollution Prevention and Control-NPC Version;

Law on Air Pollution Control and Prevention (Revised Draft);

Performance Assessment Measures for Air Pollution Prevention and Control Action Plan;

Air Pollution Control Action Plan;

12th Five-Year Plan on Air Pollution Prevention and Control in Key Regions.

·          CAAC Policy Report

Can Beijing, Tianjin and Hebei Achieve Their PM2.5 Targets by 2017;

Analysis on the Carbon Emission Reduction Co-benefits of Coal Cap Policy in China's Air Pollution Prevention and Control Action Plan (2013-2017).

·          CAAC Clean Air Management Report

Clean Air Management Report of Jiangsu (2014).

·          CAAC Secretariat supported the research on “Establishment of a Green Finance Policy System”,which was initiated by the People’s Bank of China Research Bureau and UNEP FI. CAAC Secretariat also participated in the compiling of three sub-reports: Establishing an Environmental Cost Assessment Methodology and the Database, Establishing China’s Green Investors’ Network, Market Construction of the China’s Emission Trading System.


Training and Relevant Activities

In 2014, CAAC successfully supported the following activities:

·          MEP training for mayors on air pollution control;

·          MEP training for EPB directors on air pollution control;

·          Two “Air Benefit and Cost and Attainment Assessment System” (ABaCAS-China) training workshops;

·          The air quality management workshop,Restoring Blue Skies: Accelerating Air Pollution Control;

·          The WWF campaign, 2014 Earth-Hour.


CAACTools Development to Support Local Implementation

CAAC participated into the development of five clean air management tools, including Air Emission Inventory Tool, Clean Air Management Index System, Municipal Air Quality Attainment Planning Manual, Technology and Finance Needs Assessment Tool, and Software of Model Attainment Test – Community Edition (SMAT-CE).Some of these tools, for example, Air Emission Inventory Tool and Clean Air Management Index System, have already been applied into use in different local regions.
