Highlights of the proposed Green Development package in the 13th Five Year Plan include exploring the establishment of a cross-regional environmental protection agency, cultivating and developing markets for pollution discharge rights trading, and building a green development fund. Shaoshi Xu, director of NDRC, said the major measures for green development in the 13th FYP include low carbon development, increasing the proportion of non-fossil energy, enforcing binding indicators, utilizing energy effectively, and promoting water rights and carbon emission rights trading.
