The report uses scenario analysis to assess the cost-effectiveness of the Shenzhen 2013-2020 attainment plan and provides policy suggestions based on the results. It recommends that future work strengthen the monitoring of the chemical constituents of fine particulates and further improve the cost analysis of emissions inventory and control measures.
