Tianjin will charge petrochemical and package printing industries a VOCs discharge fee of RMB 10/kg beginning May 1, 2016. The fees will be differentiated according to an enterprise’s emissions levels. Enterprises that exceed the total emissions limit or that exceed national or local concentration standards will be charged up to three times the standard fee. The discharge fee will be reduced for companies that meet the emissions standards.
