The National Development and Reform Commission (NDRC) and seven other government departments jointly announced a policy document Guidance Suggestions to Promote Electricity Power Replacement (《关于推进电能替代的指导意见》). Heating, production, transportation, and electricity supply and consumption are four key sectors where ‘electricity replacement’ will be implemented. The electricity will come from renewables and super-low emission coal generation.
