On August 4th, 2016, the kick off meeting for City Air Quality Management Pilot Project Phase II was held in Changzhou city, Jiangsu Province. The meeting was jointly organized by Clean Air Alliance of China (CAAC), Energy Foundation (EF) and Changzhou Research Academy of Environmental Sciences. Representatives from Changhzhou Environmental Protection Bureau, Changzhou Environmental Monitoring Center and Changzhou Research Academy of Environmental Sciences participated and joined the discussion on the project plan.
Mr. Wang rongjun, head of Changzhou Research Academy of Environmental Sciences, Mr. Liu Zhi Qiang, Director of Atmospheric Research Institute of Changzhou Research Academy of Environmental Sciences and Dr. Ling Xuan, senior manager of Clear Air Alliance of China, introduced in the Changzhou’s 2015 air quality status and major issues, summed up the current situation of air pollution control and discussed the work plan on Air Quality Management Pilot Project Phase II, as well as introduced the progress to date and focused scope in the future.
Discussion was made by experts from Secretariat for Clean Air Alliance of China, Changzhou Research Academy of Environmental Sciences and Energy Foundation, after which consensus on the future working scope was reached. By invitation, Ms. Catherine Witherspoon, CAAC’s international consulting committee member and former Executive Officer of US California Air Resources Board, conducted training on US experience on O3 and VOC control and air quality management strategy for all attendees. .
Before and after the meeting, experts form CAAC and Changzhou Research Academy of Environmental Sciences investigated 5 chemical enterprises in Changzhou, all of which were selected into the control list for the VOC emission permitting pilot project. Experts have investigated the current situation of their VOC control management, answered their technical questions and provided technical support on LDAR management and the permit implementation.
The Air Quality Management Pilot Project is a local pilot project. It is focused on diagnosing local air quality and management problem, helping air quality management capacity build up, and technical support on making air quality measures and their implementation. It is supported by Energy Foundation and conducted by Innovation Center for Clean-air Solutions (Secretariat for CAAC) and the alliance’s partners.
