Recently, the government of Urumqi, the capital of Xinjiang province, issued the policy document Further Strengthened Implementation Plan for Air Quality Prevention and Control, which requires all coal-fired boilers to be shut down or changed to run on natural gas by the end of 2017. Heating will be based on natural gas and this will totally change the energy structure.
