On September 2, during the 22nd session of the 12th National People's Congress Standing Committee, the proposed Environmental Protection Tax Law was reviewed. The draft law would entitle provinces, autonomous region and municipal governments to add taxable pollutants from one source of pollution, according to their targets of emission reduction. It would also promote the enforcement of a discharge fee system and reduce bureaucratic interference. In the meeting, commissioners gave suggestions in terms of taxable objects, tax rule, tax collection and management procedure.
