Cool Tech:Next Generation Monitoring Technologies for EnforcementPost date: 2016-12-16

Air quality and pollution monitoring is elementary for air quality forecasts and episode warnings and is one of the keysupporting tools for local environmental enforcement. A well-established emission inventory helps authorities to better understand the local emission source characteristics,which is crucial for designing air pollution control policy and planning targeted air pollution control measures. The development of monitoring and internet technologies, like continuous emission monitoring (CEM) and monitoring networkbased on internet technology, are widening monitoring applications.

Clean Air Alliance of China (CAAC) and Chinese Research Academy for Environmental Science (CRAES) co-hosted the Next Generation Monitoring Technologies for Enforcement session as a sub-forum of the Bluetech Award Conference. This sub-forum focused on current technology and its development as well as policy needs. Representatives from environmental protection authorities, technology providers and academic researchers participated in the forum for in-depth discussions.

During the opening remarks, Mr. Xie Hongxing,the directorof CAAC, said that he hoped a better communication mechanism among policy markersand technology stakeholders could be established via this sub-forum, and that more advanced and best available technologies could be introduced to the public. Dr. Gaojian, professor of Chinese Research Academy for Environmental Science(CRAES) hosted sub-forum. Dr. Gaojian introduced technology evaluation methodology, the portable PM monitoring technology development,and the progress of his study on portable PM monitoring technology. Dr. Gaojian also provided several valuable suggestions on the development of future monitoring technology. Dr.Li Qian, PhD from Beijing Environmental Monitoring Center, made a presentation on the application of remote sensoring in Beijing environmental monitoring.Bluetech winners and finalists from France, Denmark, New Zealand, China and Sweden also shared their technologies in the sub-forum and discussed how data monitoring would support policy making and environmental enforcement.
