U.S. Technology, Regulatory Experience Can Help China Meet Air Quality GoalsPost date: 2016-12-15

U.S.-China collaboration on clean air can help China meet its airquality targets and assist both countries inachieving their climate goals according to a newly published report by Asia Society and the Clean Air Alliance of China.

China and the U.S. have a long history of collaboration on airquality and climate related policy. Thereport A Clear Opportunity: U.S.-ChinaCollaboration on Clean Air discuses the increased benefits of continued collaboration as China enters anew phase of air quality management, focusing on secondary pollutants like fineparticular matter and ozone rather than primary pollutants emitted fromindustrial smokestacks. This transition occurred over several decades in the U.S.

Achieving the goals laid out in China’s recent Air PollutionPrevention and Control Law and Atmospheric Pollution Prevention Action Planwill require a rapid and extensive deployment of clean air technologies and anenabling regulatory environment that encourages manufacturing innovation andtechnology adoption. This large-scale deployment of clean air technologiescould also reduce greenhouse gas emissions, helping achieve China’s longer-termclimate policy goals.

A Clear Opportunity:U.S.-China Collaboration on Clean Air identifies China’scritical technological and regulatory needs, highlights some of the bestpractices the U.S. has achieved in tackling air quality, and exploresopportunities for U.S.-China collaboration.

Based on a review of emerging technologies, the report identifiesfive priority technology areas for China-U.S. collaboration:


·        Integrated designs and cleanfuels for heavy-duty vehicles;

·        Low environmental impactsolvents;

·        A science and technologyfoundation that provides a firm basis for air quality management;

·        Long-term vision and cleargoals that provide long-term visibility and certainty on forthcomingregulations to manufacturers, equipment owners, government agencies, and thegeneral public;

·        Incentives that encourageadoption of clean air technologies, as well as a source of funding to pay forincentives;

·        Assistance in building localpartnerships;

·        An enhanced regulatoryframework that provides stronger enforcement, clear incentives, greatertransparency, and clearer roles and responsibilities;

·        Greater internationalharmonization of air quality and greenhouse gas standards and the technologiesused to meet those standards.

The report was launched on December 15 at the2nd Bluetech International Clean Air Conference in Beijing organizedby Clean Air Alliance of China.

The drafting of the report benefited from our partnership with theState of California and the many agencies tasked with spearheading the State’sambitious clean energy goals. These include California’s Air Resources Board,Environmental Protection Agency, and Energy Commission. Energy andEnvironmental Economics (E3) also provided technical support during theprocess.
