During 2010-2015 the national average annual growth rate for cars was 15.9 percent and for other motor vehicles it was 6.5 percent. There are 279 million motor vehicles in China and emissions from these are considered a major source of PM2.5 pollution. However, environmental protection agencies have no authority to check vehicles without support from traffic management and transportation bureaus. A joint enforcement law should be put in place.
