In China the government takes responsibility for environmental pollution abatement and requires polluters to control and treat pollution discharge themselves. It can be technically and financially challenging for the individual polluter to install treatment and control equipment. Therefore, a third party should be introduced into the system said an official from the Ministry of Environmental Protection during a forum co-hosted by All-China Environment Federation (ACEF) and UNEP. This would allow polluters to contract a third party to solve their environmental problems.
