The national system, which builds on carbon trading pilots in Beijing, Shanghai, and five other municipalities and provinces, is expected to launch in July. The first phase of the national market will cover key industries such as power, iron and steel, and paper mills. The State Council recently approved the national quota for allowances and the distribution plan. Local governments will be responsible for implementation, including allowance distribution and monitoring.
