MEP Announces the Plan for Eco-environmental Protection Cooperation under Belt and Road InitiativePost date: 2017-05-16

MEP announced the Plan for Eco-environmental Protection Cooperation under Belt and Road Initiative (hereinafter referred to as the Plan) recently, in an effort to thoroughly carry out the guidelines of the important statement of General Secretary Xi Jinping delivered at the symposium on advancing the Belt and Road Initiative, implement the Vision and Actions for Advancing the Development of Silk Road Economic Belt and 21st Century Marine Silk Road, the 13th Five-Year Plan for National Eco-environmental Protection, and the Guiding Opinions on Promoting the Green Belt and Road, and earnestly do a good job in the dimension of eco-environmental protection under this Initiative.

The Plan considers the cooperation on the eco-environmental protection as the fundamental requirement of the green Belt and Road Initiative, a vital pathway towards the green transformation of the regional economy, and a major move to fulfill the 2030 Agenda for Sustainable Development. The Plan proposes that by 2025, the groundwork for the eco-environmental cooperation will have been consolidated, the cooperation platform will have been further improved; a raft of policies will have been put in place for such cooperation; a batch of brands representing quality and green production capacity will have been fostered in the railway, electricity, and other key sectors; a number of green financing instruments will have been employed on investment and trading projects; and a series of demonstration bases for environmental industry cooperation, environmental technology exchange and transfer bases, environmental technology demonstration and replication bases, and science and technology parks and zones will have been set up, shaping a good framework for eco-environmental cooperation. By 2030, the eco-environmental cooperation will have been taken up to new levels, the cooperation in such key areas as environmental pollution control, ecological conservation, nuclear and radiation safety, and science and technology innovation will have been deepened in order to enable the fruits of the green Belt and Road Initiative to benefit the Belt and Road countries, the eco-environmental protection will have played a better role in providing services, supports, and safeguard measures, and the Belt and Road will have been leading us towards greenness, prosperity, and friendship.

The Plan identifies the key tasks in the following six aspects: a. to highlight the concept of ecological civilization, and strengthen the eco-environmental policy communications; b. to comply with laws and regulations, and promote green efforts in the international cooperation on production capacity and the infrastructure development; c. to facilitate sustainable production and consumption, and develop green trade; d. to give more supports for expediting the financing of green funds; e. to launch eco-environmental protection projects and activities and promote people-to-people connectivity; f. to enhance capacity building and make use of the advantages of local areas.

The Plan also specifies the key projects and safeguard measures in the above said aspects.
