On July 26, 2017, the Seminar on Taiyuan’s Experience in Electric Vehicle Promotion was held in Beijing. The seminar wasjointly organized by the Innovation Center for Clean air Solutions (secretariat of Clean Air Alliance of China) and Taiyuan Urban Planning and Design Research Institute. The seminar discussed the report “Electric Vehicle Promotion Advise Based on Taiyuan Experience” published by ICCS and Taiyuan Urban Planning and Design Research Institute. Zheng Yongqiang, from National Development and Reform Commission Energy Research Institute,Zheng Jiatu, Deputy Secretary-General of China Electric Vehicle Charging Technology Industry Alliance, and Environmental Protection Research Center Deputy Director Feng Xiangzhao were involved in the meeting.
First of all, Xu Zhou, from Taiyuan Urban Planning and Design Research Institute, introduced Taiyuan electric taxi promotion experience. He made a brief review about the background of the project, the status and significance of the promotion of electric vehicles, and introduced the Taiyuan electric taxi promotion work process. He then summarized the benefits that Taiyuan’s electric taxi promotion brought and the experience of promotion.
Li Lianfei, senior project manager of ICCS, briefly introduced the environmental benefit calculation and energy consumption analysis of fuel/gas taxi replacement by electric cars.
Subsequently, the director of ICCS XieHongxing introduced the electric vehicle promotion recommendations based on the experience of Taiyuan:
1. Suggest cities should consider starting with taxis and buses to promote electric vehicles;
2. The Government should focus on specific implementation points;
3. Ensure maximum environmental benefits;
4. Priorities should be planned in advance.
In early 2016, with over 8000 electrical cabs operating on the road, all cabs in Taiyuan City have been transformed from fuel vehicles to electric ones, marking Taiyuan as pioneers of the world by having all their cabs electric-powered. During this process, Taiyuan produced information on a set of their experiences. Based on the experience, ICCS and Taiyuan Urban Planning and Design Research Institute published the report entitled, “Electric Vehicle Promotion Advise Based on Taiyuan Experience”. And the report systematically analyzed the experience of Taiyuan electric car promotion, compared with the experience of electric vehicles promotiondomestically and abroad, summarized and evaluated the experience of Taiyuan’s electric vehicles promotion andmade recommendations to other cities.
