A working guideline for the management of disaggregated coal and clean heating was released in Beijing Post date: 2018-01-08

On December 15th, the forum for the management of disaggregated coaland clean heating in Beijing-Tianjin-Hebei and the northern regions was held inBeijing. The forum was hosted by the Clean Air Alliance of China andco-sponsored by Beijing Municipal Research Institute of Environmental protection and Innovation Center for Clean air Solutions. At the forum, the Clean Air Alliance of China released a working guideline for the management of disaggregated coal and clean heating(hereinafter referred to as "the guideline").

The guideline project was commissioned by the Beijing Municipal Environmental Protection Bureau, and co-written by the Innovation Center for Clean air Solutions and Beijing Municipal Research Institute of Environmental Protection.The guideline summarizes the approach of the clean heating, the governance of disaggregated coal, the implementing principle and overall schemeto support relevant departments to carry out clean heating work during winter season in Beijing-Tianjin-Hebei (BTH) and other northern regions.

Accordingto air pollution source apportionment analysis in BTH  and other northern regions, coal fire emissionis the main pollution factor. At the beginning of  winter season in 2016, BTH and other northern region have encountered a long and vast air pollution episode that was mainly caused by coal fire emission by coal-fire boilers, power plant and other related house hold activities.

In addition, coal fire can also produce large amount of GHG, such as CO2 and BC, that contributes globe warming.

To control disaggregated coal burns, especially in winter can not only improve regional air quality, but also attribute to combat the climate change. To solve the coal burning pollution, we need to accelerate the application of clean heating technology and promote the of clean energy transformationthat both central and local governments have paid great attention. On December21st, 2016, President Xi Jinping, chaired the 14th meetingof Leading Group for Financial and Economic Affairs and pointed out that "to promot clean heating in winter in the northern regions is critical to household living quality and air pollution, and one of the key contents in energy restructure and rural living style transformation.

Inaccordance with the principles of enterprise as the dominant role, government promoting and residents being affordable, natural gas and electricity should beused when they are appropriate, and clean energy should be used as much aspossible to accelerate to increase the proportion of clean heating.

In recent years, the management of disaggregated coal and clean heating work inthe Beijing-Tianjin-Hebei region has achieved positive results. 'Beijing is anearly bird regarding  clean energytransformation in China', said by Qian Wentao, the associate professor of Beijing Municipal Research Institute of Environmental Protection. Through  nearly 20 years of effort, Beijing has eliminated coal-fired boilers in key six districts  and achieved coal free zone within citycentral region..  Tianjin started its clean energy transformation later. Statistics showed that in 2016, the proportion of gas heating has been increased to 37%, and the proportion of clean energy heating including thermoelectricity has increased by nearly 80%. Hebei provincehas promoted clean energy reformation work since 2014. By the end of 2016, 600,000 units of rural stove have been displaced by high efficiency clean coal fire stoves,and compressed 9 million tons of rural disaggregated coal consumption.

Nevertheless,various problems and challenges have also appeared during promotion. Firstly, policy and related measures making were too rush in several places, result in lacking of technology options to tackle different situation.

Secondly,lack of application boundary assessment for selected technology which causes long term application issues.

Thirdly,natural gas is more expensive than coal, residents reuse coal for heating dueto lack of incentive scheme.

Fourthly, In very few places, it has occurred gas shortage.

"there is no jack of all trades in terms of clean energy technology in a vast region”,the secretariat of Clean Air Alliance of China, Xie HongXing said. He believes that every place choose technology according to its own natural and economical circumstances

Infact, the management of disaggregated coal and clean heating is a systemic work.When making specific technical approach, we should not only consider the technical characteristics and the applicable conditions of reformation technology itself, but also to comprehensively consider urban and rural planning, the needs of power grids and demand of natural gas pipe network infrastructure, sustainable supply ofenergy and natural resources, secondary pollution and other factors. In the meantime,the guide also specially compiled Technologyand Application Case Assembly', in which dozens of disaggregated coal replacement and clean energy technical approach were analyzed, as well as corresponding application cases were included.‘The Management of Disaggregated Coal and Clean Heating Work Guideline' and Technologyand Application Case Assembly were aimed to provide technical reference for local clean heating works.
