China's government said it would give some leeway in allowing coal heating and other supplementary heating methods in Hebei-Tianjin-Beijing area in order to ensure people have sufficient warmth during winter, according to the Paper, citing an urgent document published Monday by the Ministry of Environmental Protection.
Media reports in recent days claimed that many people were suffering from frigid temperatures due to a shortage of natural gas, which replaced coal as a major supply for winter heating as China overhauled its collective heating system to combat air pollution.
