Li Ganjie stresses the importance to follow the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 19th National Congress of the CPC, take a firm stand and put up a good and tough fight against pollution, constantly improve the ecological environment quality, and meet the ever-growing needs of the people for a beautiful ecological environment.

MEP held the 2018 National Working Conference on Environmental Protection in Beijing between Feb. 2 and 3 to study and implement the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the guiding principles of the 19th National Congress of the CPC, implement the arrangements of the Central Economic Working Conference, wrap up the progress that has been made since the 18th National Congress and in 2017, mull over the tough fight against pollution, and make plans for the major tasks in 2018.

Minister Li Ganjie presented at the conference and delivered remarks. He stressed the importance to follow the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 19th National Congress of the CPC, take a firm stand and put up a good and tough fight against pollution, constantly improve the ecological environment quality, and meet the ever-growing needs of the people for a beautiful ecological environment.

The 19th National Congress of the CPC is a milestone in the development course of the causes of our Party and country, which is of realistic significance, ever-lasting historic significance, and worldwide influence, said Li. The Congress systematically summarized the inter-congress efforts in building an ecological civilization and protecting the ecological environment and made plans for future work, sorted out the new achievements that have been made over the past five years, came up with a raft of new philosophies, requirements, objectives, and arrangements, and charted the course and laid out the ground rules for uplifting the ecological civilization and building a beautiful China. The socialism with Chinese characteristics has ushered in a new era, so do our efforts in building an ecological civilization and protecting the ecological environment. The environmental protection branches across the nation should have a thorough understanding of the new thoughts in the new era, and in political awareness, in thinking, and in action, self-consciously study and put into action the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We should uphold the harmony between man and nature and strengthen ecological environment protection from all aspects. We should have an in-depth understanding of the new characteristics of the new era, give full play to the role of the ecological and environmental protection in advancing the supply-side structural reform and accelerating the transformation and upgrading of the industrial mix, catalyze the high-quality development, and realize the coordination of socio-economic development with ecological conservation. We should have a thorough understanding of the new mission in the new era, uphold the people-centered development philosophy, go all out to address prominent ecological and environmental problems, provide more quality ecological goods, and enhance the people’s senses of fulfillment, of happiness, and of safety. We should have an in-depth understanding of the new driving forces in the new era, be oriented to overcoming the institutional and mechanism barriers for ecological and environmental protection, continue to deepen the reforms in the area of ecological conservation, and make headways with the modernization of the nation’s governance systems and capacities in the area of ecological and environmental conservation. We should have a profound understanding of the new responsibilities in the new era, have a strong commitment to maintaining political integrity, thinking in terms of the big picture, following the leadership core, and keeping in alignment with the central Party leadership. We should train a contingent of hardcore environmental protectors who have strong commitments, political integrity, strong sense of responsibility, demonstrated abilities, and healthy work styles, and shoulder the political responsibility for building an ecological civilization and protecting the ecological environment.

In retrospect of the past five years, Li said, since the 18th National Congress of the CPC, under the firm leadership of the CPC Central Committee with Comrade Xi Jinping at its core, China’s ecological and environmental awareness and practices have undergone historic, critical, and holistic changes: the ecological and environmental awareness has been deeper than ever, the devotion to pollution control has been unprecedentedly strong, the institutions have been introduced at a fast pace never seen before, the supervision and compliance inspection has been more rigorous than ever, and the environmental quality is being improved at an unprecedented high speed.

We have witnessed notable progress in building an ecological civilization, as can be demonstrated by the following facts. First, the environmental governance models have been improved and optimized, and the green development philosophy has been deeply rooted in the hearts of the people. The work models which require the Party and the government to be equally responsible for environmental protection and task one position with dual responsibilities are taking shape, so is a model of environmental governance jointly by the government, the industry, the NGOs, and the public. Second, three action plans targeting the air, water, and soil pollution have been promulgated one after another, as a result of which the ecological and environmental conditions have been much improved. Third, the reforms in the area of ecological and environmental protection have been comprehensively deepened. The Central Leading Group for Comprehensively Deepening Reforms has adopted dozens of reform plans for building ecological civilization and protecting the environment, which constitute the preliminary institutional framework of the reforms. Fourth, the environmental legal support has been further strengthened, a raft of major environmental laws and regulations have been enacted and amended, the new environment protection law, which is the toughest ever in history, has been enforced, and the central environmental protection inspection has been conducted across the 31 provinces, autonomous regions, and municipalities. Fifth, the environmental risks have been effectively prevented, the whole-process regulation of hazardous wastes has been tightened, progress has been made in the prevention and settlement of “not in my yard” problems, and the environmental emergencies have been properly handled. Sixth, the nuclear and radiation safety has been ensured. The top-level design of nuclear safety has been constantly improved, the nuclear safety regulatory capacity has been notably enhanced, the nuclear safety culture has been continuously taken up to new levels, and the radiation environmental quality across the country has been kept within the background range. Seventh, the environmental groundwork has been increasingly consolidated. The 13th Five-Year Plan for Ecological and Environmental Protection has been printed out, notable progress has been made in developing the environmental monitoring network, and the environmental standards and technologies have been improved. Eighth, the international influence has been expanded, and China has actively engaged in global environmental governance and become an important participant, contributor, and torchbearer in the global endeavor for ecological civilization.

Li pointed it out that in 2017, the environmental protection branches across the country focused on improving the ecological and environmental quality, and made active progress in all fronts, with a breakthrough to accelerate the progress of milestone projects on building an ecological civilization. First, notable progress was made in five major tasks. a. We proceeded further with the central environmental protection inspection. Fifteen provinces were inspected in the third and fourth rounds of inspection. Six hundred and thirty-nine out of the 1,532 rectification tasks specified by the rectification plans of 22 provinces in the first three rounds of inspection had been completed. Besides, 26 provinces either completed or commenced provincial-level inspection. b. The first-stage objectives in the air pollution action plan were met. The coal-fired power plants were upgraded for ultralow emissions. The northern part of the country alternated to clean fuels for winter heating. The fifth phase national vehicle emission standards and oil product standards were introduced. The objective to take yellow-tagged vehicles out of street was basically met. The project on the causes and control technologies of heavy air pollution was inaugurated. Action was taken to tackle air pollution in the Beijing-Tianjin-Hebei region and surrounding areas in the autumn and winter, when strict and tour inspections were organized. As a result, the mean PM2.5 reading of the “2+26” cities went down 11.7 percent year on year, and that of Beijing posted 58 µg/m3. c. We took a firm stand on banning foreign wastes. We updated the catalogue of imported wastes under control, cracked down on the environmental violations by imported waste processors, and launched campaigns to straighten out the solid waste distribution centers. The annual import volume of solid wastes restricted for import dropped 11.8 percent year on year. d. We launched the “Green Shield 2017” campaign. We inspected national nature reserves as part of the efforts to implement the Circular of the General Offices of the CPC Central Committee and the State Council on the Inspection on and Solutions to the Ecological and Environmental Problems in Gansu Qilian Mountain National Nature Reserve and the Lessons Learned. The local areas looked into over 20,000 leads on incompliances and held more than 1,100 persons accountable. e. We vigorously advanced the protection of the Yangtze River economic belt. We printed out the Ecological and Environmental Conservation Plan in the Yangtze River Economic Belt, commenced the preparation of the strategic environmental impact assessment statements for the Yangtze River economic belt, based on the ecological conservation red lines, environmental quality bottom lines, resource utilization upper limits, and environmental access negative list (hereinafter referred to as the “three lines and one list”). We continued with the environmental compliance inspection over the drinking water sources in the cities at or above prefectural level in the economic belt, and completed treating all of the 490 environmental problems that had been found.

Second, we deepened and carried out the environmental protection reform measures. The General Offices of the CPC Central Committee and the State Council printed out the programs on piloting the watershed-specific environmental regulation and administrative enforcement institutions and trans-regional environmental protection institutions. Nine provinces (municipalities) including Jiangsu, Shandong, and Hubei had their implementation plans for the reform for a vertical management framework for environmental protection departments below provincial level filed with MEP. The Administrative Measures on the Pollutant Emission Permitting (on trial) and the Catalogue for the Category-specific Management of the Pollutant Emission Permitting for Stationary Sources (2017) were released. The pollutant permits were issued to 15 industries including the thermal power and paper industries. We implemented the Opinions on Deepening the Reforms on Environmental Monitoring and Improving the Quality of Environmental Monitoring Data, seriously investigated the human interference in environmental monitoring activities, subjected 2,050 surface water monitoring sections under national monitoring program to central monitoring authorities, and separated the sampling powers from testing powers. We reported the delineation plans of Beijing-Tianjin-Hebei region, Yangtze River Economic Belt, and 15 provinces (autonomous regions, municipalities) including Ningxia to the State Council for approval, as part of the efforts to implement Some Opinions on Delineating and Strictly Observing the Ecological Conservation Red Lines issued by the General Offices of the CPC Central Committee and the State Council. We piloted the delineation of the “three lines and one list” in four cities including Lianyungang, and introduced the interim measures on the environmental acceptance check of construction projects upon completion, and the administrative measures for keeping files of environmental impact registration forms. The General Offices of the CPC Central Committee and the State Council printed out the Plan for the Institutional Reform of the Ecological and Environmental Damage Compensation.

Third, we moved forward with other major tasks. We implemented the Action Plan for the Prevention and Control of Water Pollution. To be specific, 97.7 percent of the centralized drinking water sources in the cities at or above the prefectural level were labeled as protected areas; 93 percent of the industrial clusters at or above the provincial level built up wastewater treatment facilities; and the living environment of 28,000 villages was improved. We organized the implementation of the action plan against soil pollution. The Standing Committee of the NPC completed the second reading of the draft Law on the Prevention and Control of Soil Pollution. The Administrative Measures on the Environmental Management of Soils on Agricultural Lands (on trial) was promulgated, and the detailed survey on soil pollution was fully unfolded. We stepped up the biodiversity and ecosystem protection, initiated major projects on biodiversity conservation, and surveyed and evaluated the changes of national ecological conditions between 2010 and 2015. The State Council approved 17 new national nature reserves, and designated the first batch national ecological civilization pilot cities and counties and the first batch innovation bases to put into action the concept that “lucid waters and lush mountains are invaluable assets”. We tightened the nuclear and radiation safety regulation, effectively ran the national nuclear safety coordination mechanism, implemented the 13th Five-Year Plan for nuclear safety, moved forward with the development of the radiation monitoring network, successfully responded to the sixth nuclear test of DPRK, launched campaign on improving nuclear power safety regulation, and completed the radiation source safety inspection. We wielded the power of environmental enforcement. There were 233,000 cases of administrative penalties which amounted to 11.58 bn. yuan, a growth of 265 percent from before the new environmental protection law entered into force in 2014. The Measures on the Complementarity between Administrative Enforcement and Criminal Justice in the Environmental Protection Sector was promulgated. All of the 679 monitoring sites in 278 municipal waste incinerators across the country installed automatic monitoring equipment, mounted electronic displays, and connected with the network of local environmental protection departments. MEP coordinated the response to 60 plus environmental emergencies. We strengthened the environmental awareness activities and guided the public opinions, and introduced a monthly press conference. All of the environmental protection departments at and above prefectural level opened official Weibo and WeChat accounts. Efforts were made to provide public access to environmental protection infrastructure and urban municipal wastewater treatment infrastructure. We strengthened the support measures. The central government allocated as much as 49.7 bn. yuan funds dedicated to the air, water, and soil pollution control. The water pollution control law, the environmental protection tax law and its implementation rules, the administrative regulations on the environmental management of construction projects, and other laws and regulations were either enacted or amended. The National Environmental Protection Inspection Office was established. The regional inspection centers changed their status from public institutions into administrative organizations and renamed as inspection bureaus. The list of environmental protection equipment entitled to preferential corporate income tax was updated. The regulation over the disclosure of environmental information of listed companies was strengthened. One hundred and sixty national environmental protection standards, two guidelines for feasible technologies for pollution control, and six technological policies were introduced. The list of priority chemicals under control (first batch) was announced. The General Office of the State Council approved and printed out the Program for the Second Survey on Nationwide Pollution Sources. The Plan for the Belt and Road Cooperation on Ecological and Environmental Protection, and the Guidelines for Promoting the Green Belt and Road were rolled out.

Fourth, we fulfilled the main responsibility for exercising strict and full governance over the Party. We organized large-scale mobilization, training, investigation, discussion, and dissemination activities for studying and putting into action the guiding principles of the 19th National Congress. We formulated opinions for the Leading Party Members’ Group to implement some rules of the CPC Central Committee for strengthening and upholding the collective and unified leadership of the Central Committee. We established a mechanism to remind the community-level Party organizations of reshuffle, and urged the internal departments and affiliated organizations to standardize the “three meetings and one lecture”. We commended the advanced Party organizations and outstanding Party members for their Party building studies, and told stories in the form of “One Picture One Story”. We paid close attention to implementing the eight-point decision of the CPC Central Committee for improving the Party and government conduct, and formulated the Ministry’s implementation measures in doing so. We “reviewed” such implementation, inventoried the exposed problems, and made monthly plans to make sure they are corrected. We comprehensively strengthened the disciplines and actively used “four forms” to raise awareness and enhance disciplinary enforcement.

Li stressed that significant progress was made in environmental protection in 2017, which gave a thick touch to the environmental achievements over the past five years. We owned those achievements to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the firm leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the general support of local areas and departments, the continuous endeavors of all terms of ministerial leadership, and the hardship of the environmental protection branches across the nation.

The following is what we have learned from our practices in the ecological and environmental protection over the past five years, said Li. First, we have followed the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The firm leadership and brilliant decisions of the CPC Central Committee with Comrade Xi Jinping at its core have provided powerful ideological weapon, driving force and fundamental support for doing a good job in the ecological and environmental protection. Second, the “five-sphere” integrated plan and “four-prolonged” strategy have made coordinated progress, and the building of an ecological civilization was gradually integrated into all aspects and throughout the whole process of economic and social development, providing all-round support for strengthening the ecological and environmental protection. Third, we have focused on improving the environmental quality, availed of the synergy of multiple instruments, and enabled the environmental governance measures to be more targeted and effective. Fourth, we have tightened the compliance inspection and accountability, continued to deepen the central environmental protection inspection, and in the meantime, explored a “five-step” approach which consists of inspection, handover of problem list, tour inspection, admonitory talks, and thematic inspection, and significantly advanced the implementation of the decisions and plans of the CPC Central Committee and the State Council. Fifth, we have taken the initiative and raised the ecological awareness and guided the public opinions potently and effectively, and created healthy social environment for furthering the work. Sixth, the environmental protection officials have upheld the science-based, collaborative, and self-sacrifice principles, performed due diligence, faced up to the difficulties, worked tirelessly day and night, and spared no effort to lay groundwork in all fronts.

Li noted that to complete the building of a moderately prosperous society in all respects by 2020 is a solemn commitment made by our Party to the people. There is no turning back in the fight against pollution. In general, the ecological conservation in China is still behind the social and economic development. It remains a weak point in the “five-sphere” integrated plan and a close concern of the general public. The environmental pollution still constitutes a serious problem, the environmental pressure remains at a high level, and the environmental governance system is fragile. In the meantime, although the ecological and environmental problems in China are chronic, we’ve ushered in a stage at which we are able to not only keep the ecosystems intact but also restore them. The following factors present a rare opportunity for us to fight a tough battle against pollution. The CPC Central Committee with Comrade Xi Jinping at its core highly values the ecological conservation; in particular, General Secretary Xi Jinping sets an example by highlighting ecological and environmental protection on almost every occasion he has ever been, providing the theoretical guidance and political support for putting up a tough fight against pollution. The whole Party and nation were more self-conscious to embrace the green development philosophy. To leverage greater efforts in fighting pollution gained more support by the people. China ushered in post-industrialization era and witnessed high-quality development. We moved forward with the green, circular, and low-carbon development, and created favorable macro-economic environment for improving the ecological environment. Over four decades of reform and opening up provided material, technological and manpower basis that is improved in both quality and quantity for addressing immediate environmental concerns. The bonuses of the institutional reform on ecological civilization are being released gradually, gaining momentum for the ecological and environmental protection.

Li stressed that the indicators of a good fight against pollution include a sizable reduction in the total load of main pollutants, the overall improvement of the ecological and environmental quality, and a much higher level of green development. The top priority is to win the fight to defend the blue skies, and increase the people’s sense of happiness from blue skies. We will also wage several wars to effectively control the water and soil pollution and dispose of the solid wastes. First of all, we will meet three major objectives and make sure the advancement of the ecological civilization is commensurate with the goal of completing the building of a moderately prosperous society. In terms of promoting green development, we will accelerate the development of the territorial layout, industrial structure, growth models and lifestyles that conserve the resources and are ecological-friendly. The green, low-carbon, and circular development will be taken up to new levels. In terms of improving the ecological quality, the preliminary goals are, by 2020, the mean PM2.5 reading of the nonattainment cities will have been 18 percent less than the 2015 level, the percentage of good air days will have reached above 80 percent in cities at or above prefectural level. More than 70 percent of the surface waters will have attained Grade I—III standard. Around 90 percent of the contaminated farmlands and over 90 percent of the contaminated plots will have been safely utilized. The areas protected by the ecological conservation red lines will have been kept at about 25 percent of the territorial area. And the ecosystems will have been more stable. In terms of developing modern ecological environment governance system and governance capacity, we will set up sound leading and management institutions for ecological conservation, an institutional framework that values incentives and disincentives equally, and government-industry-public joint governance system.

Second, we will highlight three major areas. We will win the battle to defend the blue skies, with Beijing-Tianjin-Hebei region and surrounding area, Yangtze River delta, Fenhe-Weihe Plain and other key areas as the main battlefields. We will work faster to adjust the industrial structure, energy mix, transportation structure, and work hard to address the heavy air pollution. We will make great efforts in the clean water initiatives, pursue the systematic management of the mountain, water, forest, farmland, lake, and grassland ecosystems, thoroughly enforce the newly revised water pollution control law, implement the action plan for water pollution control, make headways with the implementation of the river-chief and lake-chief systems, safeguard the safety of drinking water, put up a good fight against urban black and odorous waters, strengthen the aquatic conservation of rivers, lakes, reservoirs, and near-shore seawaters, and conduct the integrated rural environment management. We will move forward with the clean soil initiatives, comprehensively implement the action plan to tackle soil pollution, tighten the control of soil pollution risks, safeguard the safety of agricultural lands and construction lands, step up the control of pollution by solid wastes, and accelerate the sorting and disposal of garbage.

Third, we will consolidate three foundations. We will work to develop green growth models and lifestyles, optimize the industrial layout, speed up the industrial restructuring, catalyze the revolution of energy production and consumption, promote the comprehensive conservation and recycling of the resources, and advocate green and low-carbon lifestyles. We will work faster at ecological conservation and restoration, delineate and strictly observe the ecological conservation red lines, carry out major projects on ecosystem protection and restoration, enhance the development and management of nature reserves, and optimize the urban green space. We will set up sound environmental governance system, reform the ecological environment regulatory system, proceed with the environmental inspection, promote the pollution permitting system, advance the ecological governance and conservation by civil society, introduce a market-oriented green technology innovation system, accelerate the team building, and enhance the international dialogues, communications, and pragmatic cooperation.

Li noted that the year 2018 marks the first year for us to thoroughly implement the guiding principles of the 19th National Congress of the CPC, the 40th anniversary of the reform and opening up, and a crucial year for securing the victory of completing the building of a moderately prosperous society in all respects and for the continued implementation of the 13th Five-Year Plan for Ecological and Environmental Protection. It means a lot to do a good job in all fronts of ecological conservation.

First, we will activate in full scale the plan for winning the defense war of blue skies. We will roll out a three-year plan to win this war and introduce implementation plans for the air pollution control in key regions. We will steadily promote the clean heating in the northern region, and accelerate the elimination of coal-fired small boilers. We will raise the ratio of freight by railway and control the excessive emission of diesel-fueled freight truck. We will continue to promote the upgrading of coal-fired power plants to achieve ultralow emissions, commence such upgrading to the iron and steel industry, and tighten the control of VOCs in key industries. We will step up the joint control of pollution in key regions and conduct regional cooperation on emergency response.

Second, we will expedite the water pollution control. Efforts will be made to treat the black and odorous waters in 36 key cities and the Yangtze River economic belt and clean up the surface drinking water sources in the cities at or above the prefectural level. We will urge local areas to formulate plans for the nonattainment waters to meet discharge standards within a prescribed period of time. We will press ahead with the full attainment of industrial pollution sources. We will oversee the integrated environment management in 25,000 incorporated villages, and promote the control of pollution in major estuaries and bays.

Third, we will promote the control of soil pollution in an all-round way. We will move forward with the detailed survey on soil pollution, and canvass the heavy metal related companies. We will accelerate the development of pilot areas for integrated soil pollution control and the trial application of the soil pollution control and remediation technologies. We will urge local areas to optimize the layout of hazardous waste disposal facilities, map out environmental management strategies of chemicals, and pilot “waste-free cities”.

Fourth, we will step up the ecosystem protection. We will have the ecological conservation red lines demarcated across all provinces, and wrap up the survey and evaluation of the changes in ecological conditions between 2010 and 2015. We will set up a batch of national nature reserves, and work to establish a system of protected areas dominated by national parks. We will promote the development of innovation bases to put into action the concept that “lucid waters and lush mountains are invaluable assets”, and start to build the second batch of national pilot cities and counties for building ecological civilization.

Fifth, we will enhance the regulation over nuclear and radiation safety by law. We will unfold the annual activities for enforcing the nuclear safety law, coordinate and promote the implementation of relevant policies concerning national nuclear safety, tighten the regulation over nuclear and radiation safety, work harder to control and address the safety risks, enhance the radiation environment monitoring capacity, and advance the development of national research and development bases for nuclear and radiation safety technologies. We will establish a system for the integrated nuclear and radiation regulation, spread the regulatory system of nuclear power safety, and support the “go global” strategy of nuclear power.

Sixth, we will step up the environmental enforcement and inspection. We will “review” the effects of the rectifications that came with the central environmental protection inspection, organize mobile and random inspections in the key areas of pollution control, and fully unfold the environmental inspection at provincial level. We will launch thematic inspection in six areas, including a. organizing strict inspection on air pollution control efforts in key areas and regions; b. cracking down on environmental incompliances in the imported waste processing sector, solid waste distribution centers, and hazardous waste related areas; c. organizing thematic inspection on garbage incineration and power generation sector; d. treating the urban black and odorous waters; e. protecting the environment of centralized drinking water sources; f. launching “Green Shield” inspection over national nature reserves.

Seventh, we will deepen the reforms in the environmental protection area. We will make sure the “separate sampling and testing” mechanism is effectively implemented in monitoring surface water sections under national monitoring programs, speed up the development of automatic monitoring stations, and improve the national soil environment monitoring network. We will issue pollution permits to six industries including the petrochemical industry, and fully unfold the reform for a vertical management framework in environmental protection departments below provincial level. We will pilot the ecological environment damage compensation system on a national scale. Also, we will update the list of solid wastes prohibited from import, strengthen the regulation over the importation of solid wastes, and ban inbound foreign wastes. We will improve the environmental credit rating and mandatory information disclosure system, and draft the comprehensive catalogue of environmental protection.

Eighth, we will accelerate the green development. We will formulate city-specific “three lines and one list” in the Yangtze River economic belt, combine the environmental impact assessment of programs and plans with that of construction projects, and manage such assessment of major projects in accordance with laws and regulations. We will strengthen the comprehensive control of “random and disorderly” enterprises, and move forward with the reform on the government procurement of eco-labeled products. We will launch the “beautiful China-I’m a contributor” activity, and mobilize the general public to adopt green lifestyles.

Ninth, we will improve the technical support capabilities. We will make headways with the enactment of and the amendment to soil pollution control law, pollution permitting regulations, and other legislations and departmental rules. We will spend more in fixing the weak points in the ecological and environmental protection areas, and make progress with the project on the causes and control technologies of heavy air pollution. We will organize the second national survey on pollution sources, and gradually provide public access to environmental infrastructure. We will enhance our capacity to prevent and address environmental risks, and properly handle the environmental emergencies. We will initiate the development of the “belt and road” green development international alliance and the ecological and environmental big data service platform.

Tenth, we will honor our political responsibility for exercising full and strict governance over the Party. We will conduct “five large activities” to study and implement the guiding principles of the 19th National Congress of the CPC, adopt a serious intra-Party life, and resolutely embrace the authoritative, collective, and unified leadership of the CPC Central Committee with Comrade Xi Jinping at its core. We will continue to regularize and institutionalize the Party building studies and organize education activities on the theme of “remaining true to our original aspiration and keeping our mission firmly in mind”. We will adopt a correct attitude towards selection of officials, and build teams of honest, clean, responsible, high-literacy, and specialized officials. We will insist on following the “three meetings and one lecture” system and give full play to the political functions of community-level Party organizations. We will unswervingly improve the conduct and the disciplines and tirelessly implement the eight-point decision of the CPC Central Committee. We will give “zero tolerance” to disciplinary violations and corruptions.

Finally, Li stressed that we will make preparations for the eighth National Environmental Protection Conference and make sure of its success. We will spare no effort in the reform on the regulatory system of ecological environment, and make sure all tasks proceed steadily, orderly, and actively. We will improve the quality of environmental monitoring data, set up a responsibility and working mechanism to prevent and punish administrative interferences in environmental monitoring, and harshly punish the data frauds.

The meeting was presided over by Vice Minister Huang Runqiu. Vice Ministers Zhai Qing, Zhao Yingmin, and Liu Hua, Leader of Discipline Inspection Group Wu Haiying, Vice Minister Zhuang Guotai, and some senior leading officials presented at the meeting.

Leading officials of relevant internal departments of the CPC Central Committee and the State Council, the directors general of the EPDs/EPBs of all provinces, autonomous regions, municipalities, sub-provincial level cities, and Xinjiang Production and Construction Corps, the heads of the Military Facility Construction Bureau of the Logistical Support Department of the Central Military Commission, and the directors general of the internal departments, the regional offices and the affiliated institutions attended the meeting.
