On June 28, 2018, the semi-annual work progress conference on “Key Technologies for Air Pollution Certification and Prevention and Clean Air Management Evaluation” was held at Changbai Mountain International Hotel in Beijing. The project leading members include Beijing University of Technology, Vehicle Emission Control Center of MEP, the Sino-Japan Friendship Centre for Environmental Protection, China Association of Environmental Protection Industry (CAEPI), China Standard Conformity Assessment Co., LTD. and other project participants have attended the meeting. Liu Zunwen, deputy director of Ecology and Environment, presided over the meeting as project leader. The Bluetech Clean Air Alliance participated in this meeting as the unit responsible for the sub-tasks of this project (study of clean air management performance evaluation technology based on guarantee capabilities).
The“Air Pollution Certification and Prevention and Clean Air Management Evaluation Key Technology Research” project is a key project of the national key R&Dprogram. The project aims to address the issues of systemic shortage of certification assessment in air pollution prevention and control and the lack of key technologies. It is proposed to establish an air pollution control certification evaluation technology system, develop urgently needed standards,assessment models, and information systems to address the scientific and systemic aspects of certification assessment in the field of air pollution prevention and control. It is expected to provide technical support for the government to implement systematic, refined, and informatized management of clean air. The Alliance has been allocated onto the Sub-task (Study of Safe Air Management Performance Evaluation Technology based on the Safeguarding Capabilities) of Task 5 (Key Technologies for Clean Air Management Evaluation), has targeted the design of a clean air management evaluation framework based on safeguard capabilities. The construction of the evaluation index sub-system, the determination of index weights, and evaluation criteria were studied. It is proposed to establish a set of clean air management performance indicators based on guarantee capabilities to help improve the local air quality management capabilities of local governments and provide technical support for the prevention and control of atmospheric pollution in China. Prior to this,the Alliance developed an entire clean air management index system.The indicator system is currently the only index system that is specifically designed to evaluate clean air management in China. The alliance has helped Shanxi, Jiangsu, Guangdong, Tianjin, Shenzhen, Changzhou, Taiyuan, Luzhou and many other cities and provinces and municipalities to carry out air quality management assessments, thus promoting the formation of relatively complete air quality management mechanisms in various provinces and cities. In the future,the Alliance will continue to conduct in-depth study and develop a set of evaluation criteria for clean air management on the basis of current research results to more scientifically evaluate the clean air management capabilities of various local governments.
In this meeting, the persons in charge of the five topics included in the project all reported on the completion of their projects. At the same time, each representative held a lively discussion on the implementation of each topic. So far, the project has progressed successful and the results have been fruitful,and most of the projects have processed faster than their plans. The conference conducted a comprehensive inspection and discussion on the completion of the“Key Technologies for the Prevention and Control of Atmospheric Pollution Certification and Clean Air Management Evaluation” project. At the same time,it also produced a number of constructive suggestions, which effectively promoted the smooth progress of the project.
