In order to evaluate the role played by the mechanism in the past five years and the results achieved by the Cooperation Group, and to make suggestions for its future air quality management works, Bluetech Clean Air Alliance Chairman (The Cleaning Air Innovation Center) and the Beijing Municipal Environmental Monitoring Center (hereinafter referred to as the Monitoring Center) were commissioned by the Beijing Municipal Environmental Protection Bureau to jointly carry out the assessment project of “Evaluation of the effectiveness of the Five-Year Control Plan for the Ten Air Measures in Jing-Jin-Ji and the surrounding area”. The project is planned to review the air quality improvement progress in seven provinces (autonomous regions and municipalities) from 2013 to 2017, with the Jing-Jin-Ji regional cooperation mechanism as the core assessment factor (eg, air quality changes in five years,cooperation mechanism construction, analysis and evaluation of key measures under the cooperation mechanism and so on), and make recommendations on the future air quality management model of Jing-Jin-Ji and surrounding areas and the next key step on emission reduction refer to international experience.
On July 19, 2018, an expert consulting workshop (hereinafter referred to as the workshop) was held in the Beijing Environmental Protection Bureau. The Bluetech Clean Air Alliance and the Monitoring Center,as the undertakers of the project, organized and participated in the meeting. Participants included the Director of the Regional Coordination Division of the Beijing Municipal Environmental Protection Bureau, Yumei Yan, Sub Director, Xin Liu,the deputy director of the Monitoring Center, Haifeng Lu, the Director of Bluetech Clean Air Alliance, Hongxing, Xie andsome other correlative people.
The workshop has invited experts from the ChinaAcademy of Environment and Sciences, the Environmental Engineering Appraisal Centerof the Ministry of Ecology and Environment, the Beijing Municipal EnvironmentalProtection Research Institute, and the Monitoring Center. Experts have providedvaluable advices on project technical approach, study methodology andimplementation plans, which are believed to effectively guiding the launch ofthe next research work of the project.
