AlanC. Lloyd is the President of the International Council on Clean Transportationsince 2006. He is one of the founding members of the ICCT. The ICCT, sponsored by the William and Floral Hewlett Foundation, the Energy Foundation, and the ClimateWorks Foundation, has the goal of dramatically improve the environmentalperformance and efficiency of cars, trucks, buses and transportation systems inorder to protect and improve public health, environment and quality of life.
Dr. Lloyd served as the Secretary of the California Environmental Protection Agency from 2004 through February 2006 during which time he Chaired the Climate Action Team to implement Governor Schwarzenegger's aggressive green house gas reduction goals. He also required a review of the "State of the Science" of the six Boards and Departments composing the Agency in order to ensure that it met the quality required for sound policy making.
Hewas Chairman of the California Air Resources Board (CARB) from 1999 to 2004 before his appointment to Secretary. During his tenure CARB passed the first United States regulation to control green house gases from automobiles andlight trucks (following the AB 1493 legislation). As Chair, he implemented the Diesel Risk Reduction Plan by regulating emission reductions of diesel particulate from on and off road sources; successfully initiated and passed a plan to address Environmental Justice issues (a first for CARB) and presidedover two reviews of the California Zero Emission Vehicle (ZEV) program.
