Clean Air Alliance of China 2014 Annual Report

The Secretariat recently released CAAC 2014 Annual Report, which summarizes the major progresses achieved by the alliance with participation and support from alliance members, experts, partner, as well as collaborating cities and provinces in the past year.Academician Hao Jiming, the Chairman of CAAC Steering Committee, said: "In the past years, the Clean Air Alliance of China, as a think-tank platform, has successfully delivered positive energy, and introduced international experiences. CAAC performs well at its early stage. In future, CAAC should continue its work on the three key areas: first, provide easy-to-understand policy information to the general public and guide public participation to help the public to understand the air pollution control in a more rational and scientific approach; second, take advantage of the platform function to organize trainings in various ways; third, actively introduce international experiences on air pollution prevention and control."









The Third Clean Air Investor Salon was held in Beijing

The third clean air investor salon was held in Beijing on March 23rd, 2015, where lectures and in-depth discussions were presented on two topics: the influence of the New Environmental Protection Law, and the investment opportunities in China's VOCs control market.MEP Previous Chief Engineer Yang Chaofei delivered a comprehensive lecture on the first topic: the risks and opportunities induced by the New Environmental Protection Law. He pointed out that the New Environmental Law, as the most stringent environmental law in China, was a policy and institution innovation under the current severe pollution situation. This new law would significantly increase the cost of environmental violations, and meanwhile provide unprecedented opportunities for the development of environmental protection industry. In the salon, CAAC Secretariat released the report of Over A Hundred Billion-Investment Market for VOCs Control. According to the estimates, enormous investment opportunities (nearly 1800 billion) will be created in the VOCs control industry by 2020. More than 40 representatives from relevant organizations interested about clean air investment participated the event.

There is a new Advisory Committee member, who is Axel Friedrich from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH; there are 7 new registered experts totally. There are 3 new registered organizations. Until 15th April 2015, there are 31 registered organizations and 88 registered experts in total.   More details            









Clean Air Technology Expert Network



On 7th April 2015, the second workshop of the clean air technology expert network was held to review and assess the preliminary outputs of the project on "Developing assessment methodology for China's Air Pollution control technologies". The project is lead by the School of Chemistry and Environment in Beihang University. In this seminar, 6 leading experts in air pollution control technology field join in Clean Air Technology Expert Network, to support and promote the relevant work in this field. There are so far 15 registered experts in the Network .

"CAAC Knowledge Series" dedicates to introducing scientific knowledge, management experiences (domestic and international), polices & mechanisms, tools, methodologies and research updates in the field of clean air, to support the improvement of China's air quality.






10 Key Principles for Local Air Quality Management

International experience suggests that improving air quality is no easy task; it will demand serious efforts and a comprehensive approach. Short-term actions are not enough; good policy frameworks and detailed management systems have to be built. This document offers 10 key principles for developing a good air quality management system based on international experiences and connecting them with China's circumstances. We hope that governments at different levels in China can use these principles in developing their air quality management systems. Download

The CAAC Policy Report is compiled by CAAC secretariat in collaboration with CAAC members and experts.

The Integrated Suggestions for the Revisions of "China's Air Law"
 
On 28 Feb, CAAC released the report of The Integrated Suggestions for the Revisions of "China's Air Law". The report is compiled with joint effrorts from the Innovation Center for Clean Air Solutions, Energy Foundation, NRDC, and RAP. The report includes three parts: 1) ten key issues for the air law revision, 2) seven special articles, and 3) two collections of the suggestions from local EPBs and NGOs. Download








Green Investment and Technology Analysis Reports



Green Investment and Technology Analysis Reports are a series of products analyzing the clean air technology progresses, as well as investment risks and opportunities in relevant fields. The products aim at promoting the application of best available air pollution control technologies and leveraging more funds to aid clean air policies implementation via providing professional and timely analysis and insights for government, industries and financiall institutions.



 
Over A Hundred Billion Investment Market for VOCs Control

Volatile organic compounds(VOCs)is one of major contributor to China's regional and complex air pollution, as a precursor of both O3 and PM2.5. Along with acceleration of smog control policy in China, VOCs control is becoming one of the hotest areas of air pollution control in 13th Five-year period, generating a new market of over a hundred billion. 2AIR QUALITY MANAGEMENT PILOTS1





The Kick-off Meetings for Four Local Air Quality Management Projects

Local Air Quality Management pilots are a series of local implementation programs, conducted in the framework of the Clean Air Alliance of China (CAAC). With support from the Energy Foundation (EF), the Innovation Center for Clean-air Solutions (ICCS), Chinese Academy for Environmental Planning (CAEP), Tsinghua University, and international experts will jointly provide technical support to local government and local research institutions in a systematic way to improve local air quality management system, and test and dissemenate relevant management tools. The Changzhou Municipal pilot project  was launched on January 16th; the Shanxi Provincial and Jincheng Municipal pilot projects were launched in Taiyuan and Jincheng, respectively, on March 19th and 20th; the Tianjin Municipal pilot project was launched on March 25th.At local kick-off meetings of these projects, relevant officials and specialists had highly recognized the concepts and desigin of the program. Meanwhile, CAEP, Tsinghua and ICCS also provided trainings regarding the progress on topics including national air pollution control policies, the development of air quality comprehensive decision-making supportive system, clean air management index system, municipal air quality attainment planning, and relevant tools developed by CAAC. These trainings will provide support for the further development of local air management projects.

2CAAC TOOLS1





Software for Model Attainment Test - Community Edition (SMAT-CE)


SMAT-CE is the next generation of MATS (Modeled Attainment Test Software). SMAT-CE is intended as a tool to implement the modeled attainment tests for particulate matter (PM2.5) and ozone (O3), and to perform the uniform rate of progress analysis for regional haze (visibility). The estimated air quality results can provide scientific support for air pollution control and decision making. More Details

China (Beijing) International Technology Transfer Convention 2015 (China ITTC 2015)



In April 2015, "China (Beijing) International Technology Transfer Convention 2015" (China ITTC 2015) will be co-hosted by the Ministry of Science and Technology and the Beijing Municipal People' Government. The School of Environment, Tsinghua University will undertake one of the sessions named "Regional air quality management and technology exchanges", associated with the Clean Air Alliance of China. This session will introduce advanced international experience, and provide an excellent platform for the communication between enterprises, government and specialists.






2015 International Conference on Air Benefit and Cost and Attainment Assessment (ABaCAS2015)



Following the 1st Conference held in Hangzhou in June 2013 and the 2nd Conference held in Beijing in May 2014, ABaCAS2015 will be held on 23-25 June 2015 in Guangzhou, China. This Conference is organized by South China University of Technology, Tsinghua University, University of Tennessee and Zhejiang University, with support from many institutions, including Clean Air Alliance of China. The Conference aims at providing a high-level platform for air quality scientists and policy makers from various disciplines to exchange ideas and views on key leading issues related to environment and energy in China, Asia, and all over the world. In addition to the two-day conference (June 24-25), a one-day training workshop (June 23) on the "Air Benefit and Cost and Attainment Assessment System (ABaCAS) will also be provided to air quality managers and scientists of interest with demo and hands-on sessions on cutting-edge air quality management and assessment tools.
