Scientific Assessment Showed Enhanced Policy Would Enable Jing-Jin-Ji to Achieve 2017 Targets

On September 25, 2014, Clean Air Alliance of China and Tsinghua University jointly released Assessment of the potential for air quality improvements in the Beijing-Tianjin-Hebei region under China's new air pollution action plan (hereinafter referred to as the "Report") noted that the full implementation of existing mitigation measures in 2017, will decrease the annual average PM2.5 concentrations in Beijing, Tianjin, Hebei significantly (26%, 19%, 15% respectively). This reflects the strategy proposed by the  "State Council Clean Air Action Plan" is very effective, with focus on both the restructuring and the end-of-pipe treatment. The report also pointed out that if extra strengthened air pollution control measures are set out and implemented, Jing-Jin-Ji is expected to achieved the 2017 air quality improvement target proposed in the Action Plan.









A Sound Air Quality Management System is Required to Restore Blue Skies

On September 18, 2014, Clean Air Alliance of China, Paulson Institute, China Center for International Economic Exchanges, Energy Innovation, and Energy Foundation China organized a two-day air quality workshop in Beijing. Titled "Restoring Blue Skies: Accelerating Air Pollution Control", the workshop brought together more than 70 people including top air quality experts from within China and abroad, as well as government officials from Beijing, Tianjin and Hebei Province. Participants discussed such critical topics as air quality progress and challenges in China, amending the air pollution prevention and control law, principles and tools of local implementation, air quality management strategies in Beijing, Tianjin and Hebei (JJJ) region, co-control of air pollutants and GHG emissions, and implementation.      









Clean Air Investors Salon:Leveraging Private Capital and Building a Green Financial System

The Clean Air Investors Salon was initiated by the Clean Air Alliance of China (CAAC), to explore the opportunities and challenges faced by investors during the air quality improvement process in China. The first Salon was held in Shanghai on May 27th, 2014. Representatives from more than 50 investment institutions who are concerned about air pollution came together and witnessed the launch of "Clean Air Investment Initiative". Three months after, the second Salon was held on September 14, 2014, which attracted representatives from nearly 60 organizations.      









ABaCAS Training

August 21, 2014, Clean Air Alliance of China and the Key Laboratory on Atmospheric Environment and Pollution Control of Guangdong Province jointly organized the "Air Benefit and Cost and Attainment Assessment System" (ABaCAS) Training workshops. This workshop took place in Guangzhou University City with great success. Chinese and foreign experts and scholars had in-depth discussions and exchanges on issues such as PM2.5 and ozone control, air pollution and air quality attainment assessment. CAAC Steering Committee Chairman, Academician Hao Jiming, CAAC expert Wang Shuxiao and CAAC Secretariat Director Tonny Xie attended the workshop and delivered lectures.

There are 4 new registered organizations since 2014 and 26 registered organizations in total, including environmental research institutions, universities and NGOs. Since 2014, there are 2 new committee members, who are Director LI Pei from Foreign Economic Cooperation Office of MEP and Chief Engineer LIU Jianlin from Environmental Protection Department of Jiangsu Province; in additional, 12 new experts joined in CAAC, so there are 72 registered domestic and international experts totally.More details  









The Green Investors Network


 
The Green Investors Network was launched by CAAC in May, 2014, during the first session of Clean Air Investor Salon, which was organized by CAAC in Shanghai. During the same session, the Clean Air Investment Initiative was launched as well. This initiative encourages investors to give more attention to investment opportunities which could bring about air quality improvements. It signals the necessity to assess the impacts on air quality while making investment decisions. At the same time, investors are supported to use assessment tools in order to assess, in a scientific way, their investment's influences on air quality. The proposal puts forward that investors should push for more environmental impacts information on public and shared investment projects. Investors are encouraged to cooperate closely with other institutions to keep promoting China's air pollution reduction and management. More detials about Clean Air Investment Initiative

WWF Earth-hour: As a strategic partner of 2014 Earth-Hour Campaign, CAAC supported the design and delivery of relevant activities. CAAC also released the "Blue-Sky Restoring Action Plan" to address the strategy and work scope of CAAC for the coming years.

CAAC Policy Report          


CAAC Policy Reports are a series products to provide insights, analysis and recommendations based on China's air pollution control policies and management practices, to support the clean air work. The CAAC Policy Reports are compiled by CAAC secretariat in collaboration with CAAC members and experts.






Analysis on the Carbon Emission Reduction Co-benefits of Coal Cap Policy in China's Air Pollution Prevention and Control Action Plan (2013-2017)

In September 2013, the State Council released its ever-stringent air policy, China's Air Pollution Prevention and Control Action Plan (2013-2017) (hereinafter refers to as the Action Plan), to launch a national battle against air pollution. The Action Plan not only sets stringent targets for air quality improvement, but also raises the coal consumption control policy, as one of the key measures to improve air quality. This study shows that coal consumption control can significantly contribute to both air pollution control and Greenhouse Gases (GHGs) reduction. The CO2 reduction co-benefits brought by such policy may vary via implementing different coal use substitution plans. This study suggests that local governments should consider maximizing the CO2 reduction co-benefits when designing coal consumption reduction and substitution plans. Download



Can Beijing, Tianjin and Hebei Achieve Their PM2.5 Targets by 2017?

China's State Council has set new PM2.5 improvement targets for Beijing-Tianjin-Hebei area in the new Air Pollution Prevention and Control Action Plan. In this study, we combined Beijing-Tianjin-Hebei regional emission inventories and Community Multi- Scale Air Quality (CMAQ) modeling to evaluate the air quality improvement effect in the region under the measures proposed in the local air pollution action plans for the period from 2012-2017. Our modeling results indicated that significant improvements of air quality in the Beijing-Tianjin-Hebei region can be achieved in 2017 if the local action plans are fully implemented, but there are risks that they might fail to achieve the PM2.5 target (Beijing : 60μg/ m3 , Tianjin and Hebei : 25% decline) from the Action Plan. Our report also recommends ten enhanced measures to ensure the Beijing-Tianjin-Hebei region can achieve the PM2.5 improvement targets set by the central government. Download

CAAC Supported MEP Training for EPB Directors on Air Pollution Control

On 23 July 2014, CAAC supported clean air management training at MEP's training center in Qinhuangdao. Over 80 EPB directors from 27 provinces attended the training. CAAC delivered two training sessions: one was about the international experience of air quality attainment planning; and the other one was an introduction of key principles for local air quality management. Mr. Tonny Xie (Director of CAAC secretariat), and Mr. Zhao Lijian (Director of the China Environmental Management Program at Energy Foundation China) were the lecturers at these two sessions.      








CAAC Supported MEP Training for Mayors on Air Pollution Control

On 22nd April 2014, CAAC supported a training on air pollution prevention and control for 30 mayors from Beijing and Tianjin municipalities, Shandong and Shanxi provinces, and the Inner Mongolia Autonomous Region. This was China's first mayors' training that focused exclusively on air pollution; this demonstrates the issue's priority among political leaders. Clean Air Alliance of China (CAAC) organized a special one-day training session focused on sharing international experience.

The 6th International Academic Conference on Environmental and Occupational Medicine


This conference is supported by CAAC experts Pro. KAN Haidong and will be held at Crowne Plaza Shanghai Noah Square on 16-18 October, 2014. Participants will share the latest findings in these fields including but not limited to environmental and occupational medicine, environmental protection, meteorology, agriculture, and safety supervision, and look to future trends with the aim of building a stronger professional collaboration and eventually promoting human health.
